Project Engineer

Job Responsibilities:

  • Manage the planning, budgeting, design, permitting and construction of facilities, treatment, distribution or other capital improvement and maintenance projects

  • Coordinate project teams consisting of multiple RWA department staff, consultants, contractors and vendors

  • Track project schedules and budgets

  • Plan and lead project meetings

  • Evaluate hydraulic modeling analyses; write technical reports identifying system deficiencies and recommend solutions

  • Develop budgetary estimates for proposed projects, and conceptual estimates for future improvements in the long term capital budgets (e.g. 5-Year and 20-Year)

  • Oversee work by professional consultants, including reviewing of studies and design drawings and specifications, coordination of review by other RWA departments, and review and approval of consultant invoices

  • Prepare contract documents, including plans, specifications, contracts, addendums, field memos, and change orders

  • Design new water facilities or improvements to existing facilities, including pumping stations, pipelines, water storage tanks, valve chambers, dams, spillways, and gatehouses

  • Make public presentations related to projects and studies

  • Promote RWA policies related to safety in the workplace and on construction job sites

  • Provide support for engineering programs including Capital Pipe Replacement, Connecticut Department of Transportation, Dam, and Pipe Bridge programs



  • Bachelor’s Degree in Civil/Environmental Engineering or closely related field

  • Five to seven years of progressive experience in utility or consulting engineering

  • Excellent technical, communication, interpersonal and organizational skills

  • Ability to problem solve and manage multiple tasks and priorities

  • Computer skills including: Microsoft Word, Excel, PowerPoint, GIS
