Special Agent performs standard and specialized tasks pertaining to gambling premises inspection, financial audits and other assigned regulatory duties. Special Agent will also conduct investigations pertaining to gambling violations and/or associated crimes. As regulatory agents of the Puyallup Tribe, the Special Agent may assist in the apprehension, arrest and prosecution of violators. Must be able to communicate and cooperate with local, state and federal authorities during investigations for audits where evidence of fraud or illicit activity is suspected.
Essential Duties and Responsibilities
Inspects licensed premises for compliance with gambling rules and regulations. Follows guidelines for established inspection procedures.
Observes conduct of gambling operations for compliance with Tribal and State Gaming Commissions.
Establishes rapport with licensees, public and law enforcement agencies.
Observes activities that may be of an illegal nature and of interest to other law enforcement agencies.
Performs financial inspection procedures. Reviews internal control systems established by license to determine compliance with operating policies and procedures. Review and evaluates the record keeping systems to determine compliance with Tribal and State Gaming Commission rules.
Performs audit procedures to determine qualification to conduct gambling activities including: ownership interests, use of gambling proceeds, commercial stimulant compliance and/or compliance with other gambling rules and regulations.
Takes control and adequately cares for item needs as evidence in criminal or administrative hearings.
Conducts criminal and regulatory investigations relative to compact violations and violations of regulatory or criminal nature.
Performs other duties as assigned.
This position has no supervisory responsibilities.
Qualifications and Requirements
Education and/or Experience
High school diploma or general education degree (GED) required; and two years related gaming experience in Black Jack, Craps, Roulette, etc., as a Tribal Gaming Agent, Surveillance Observer or Law Enforcement experience required; or demonstrated satisfactory equivalent combination of education and experience. Intermediate experience and knowledge using word processing and spreadsheets (i.e. Word for Windows, Excel, Access, etc.) required. Demonstrated experience in gaming investigations and report writing required. Interviews will include a test of knowledge.
Note: Part-time work is prorated in crediting experience (e.g., if you work 20 hours per week for a 12-onth period, you will be credited with 6 months of experience).
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Licenses or Certificates
Valid Washington state driver’s license and proof of insurance required.
Must pass criminal, financial, and personal background check.
Must successfully complete a computer skills, gaming knowledge, and report writing test as part of the interview process.
Requires the ability to operate a typewriter, personal computer, multi-line telephone, calculator, facsimile and photocopier.
Requires the ability to read, write, communicate, and interpret information accurately in English.
While performing the duties of this job, the employee is frequently required walk.
The employee occasionally is required to sit; stand; talk and hear; climb or balance; stoop, kneel, crouch or crawl; reach with hands and arms and use hands to finger, handle and feel.
The employee must occasionally lift and/or move up to 50 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
The noise level is low to moderate.
The physical exertion is low to moderate and there is occasional work near moving mechanical parts and work in high precarious places.
Work is performed in an office setting with occasional local travel using the employee’s own transportation.
There are frequent employee, client and customer contacts and interruptions during the day.
