Position Summary:

Under the lead direction of the Grandview Early Learning Center (GELC) Director or designee, provide support for the educational growth of the students and families under the scope and mission of GELC. Work effectively with qualifying families in providing educational stimulation, child development knowledge, parenting best practices, and referrals and resources for social service providers and educational services.


Essential Duties and Responsibilities
  1. Recruit and enroll children and families.  Orient parents to their responsibilities, opportunities, and rights.  Encourage parents to participate in decision making when it involves the educational direction for their children. 

  2. Provides services in family homes or community based locations.  The visits are on a weekly basis and are focused on parenting and developmental issues.  Personal visits last 45 to 60 minutes.  The parent-educator must plan the visit, gather materials, travel, conduct the visit, and document the visit.  

  3. Identify family strengths, health care needs and socials service needs.  In partnership with the family and other social service providers develop an individual family plan.  Encourage and support the family in working toward goals they have set.  Provide appropriate referrals for on-going and emergent needs. 

  4. Review immunization status for each child.  Complete child health and nutrition screenings.  Draft and finalize student screenings (for hearing and sight) and developmental reports at least twice a year for every child participating to meet requirements for the Bureau of Indians Affairs FACE program. Develop and implement learning plans and nutrition care plans for children as needed.   

  5. Develop a comfortable and trusting relationship with each family so that the needs of each individual child are met.  Be able to establish a rapport with families and empower parents by building upon their strengths.

  6. In partnership with the parent develop Individual Learning Plans (ILP).  Assist in the development and implementation of an Individualized Family Service Plan (IFSP) for children who qualify for special education services. 

  7. Assist parents and children in their transition to a preschool, or kindergarten.  Attend all necessary kindergarten transition meetings held at the elementary, meeting with kindergarten and specialist staff members. 

  8. Assist families in arranging transportation to center activities.  If necessary transport parents using GSA approved vehicles to center activities such as family night. 

  9. Provide a group meeting regarding child development, neuroscience, or a parenting topic at least once a month, usually in the evening.  Organize the monthly meetings to provide an opportunity for additional input from staff and guest speakers.             

  10. Manage resource referrals for services, as needs are identified with families.

  11. Engage in follow-up with project participants and/or with referral agencies to insure progress toward established goals.                                           

  12. Maintain accurate, complete and correct records. Draft, finalize, and submit end-of-year reports (i.e. number of referrals for the year, number of participation hours, number of parents who secured employment, number of referrals made, etc.) on time each May. 

  13. Perform other related duties as assigned.

Qualifications and Requirements

Education and/or Experience



  1. Possess a high school diploma or GED.

  2. Possess at least an AA degree or be willing to obtain an AA Degree within 2 years from initial employment.

  3. Two years of experience working in early childhood education and/or family development programs.

  4. Must possess a valid Washington State Driver’s License.

  5. Obtain a First Aid and CPR card within 60 days of employment. 

  6. Obtain a Food Handler’s card within 30 days of employment

  7. Become certified and maintain certification requirements in any curriculum required by the program.


Note: Part-time work is prorated in crediting experience (e.g., if you work 20 hours per week for a 12-month period you will be credited with 6 months of experience).







  1. Associates Degree or higher in Early Childhood Education

  2. Coast Salish language ability.

  3. Experience working with low income families with young children, preferably within the Native American community.

  4. Knowledgeable about community resources within the surrounding Pierce County community in order to link families to appropriate resources.

  5. Experience and/or training in a specialty focused in the areas of education, speech, language, behavior or a closely related educational field

  6.  Recent previous para educator experience

  7. Strong knowledge of Native American culture


Must be able to pass state background check clearance to work in a child care setting prior to employment and periodically during employment.  Intermediate computer skills to assist in the development of curriculum is required.


No Suspensions, Last Chance Agreement (LCA), Dismissal, or Demotion within six (6) months.



Knowledge of child development and effective parenting techniques related to present researched best practices.

Working in a school, especially a tribal school or ECE education setting

Detailed minded with the capability to prioritize multiple tasks at the same time

Parents as Teachers (PAT) Born to Learn curriculum.


Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.


Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


Licenses or Certificates

Ÿ    TB Test, First Aid/CPR certification required.

Ÿ    Must have and maintain a valid and unrestricted Washington State driver’s license. Driver’s license

      must not contain any restrictions that would prevent the employee from driving a GSA vehicle.

      organizational and administrative skills are required. 

Ÿ    Must be able to demonstrate an ability to create culturally relevant curriculum for the Center, with

      knowledge and experience of Native people, issues and culture. 

Ÿ    Strong professional skills are mandatory. 

Ÿ    Must be able to demonstrate an ability to remain flexible under sometimes stressful and challenging


Ÿ    Must be able to handle stressful situations when dealing with distraught parents and children. 

Ÿ    Must be able to demonstrate an ability to react to changing situations quickly while exercising good

      judgment and decision making skills, including shifting tasks and priorities throughout the work


Ÿ    Must be self directed, motivated, and punctual, with the ability to work both independently and in a

      team situation. 

Ÿ    Must be able to maintain confidentiality at all times.

  • Must be willing to become familiar with the Native community and community support agencies.

  • Ability to establish and maintain effective working relationships with others, including Native students and families while demonstrating positive role model characteristics.

  • Demonstrate and practice a thorough understanding of confidentiality.

  • Must be flexible and adaptable to meet the needs of the students and families in the program.

  • Ability to utilize technology and familiarity with organizational software to effectively create necessary documents essential to program.

  • Ability to work independently and to exercise sound judgment.
