The District Supervisor is responsible for administering contracts of independent contractors / carrier to ensure departmental standards are met in sales, service, collections, and retention in an assigned geographic area. The DM reports directly to the Circulation Manager. Safely drive to and from locations, hold a valid driving license, and maintain a safe driving record. On-site, regular and reliable attendance is required. Must be available to work nights and weekends where needed.
•Maintain a stable independent contractor carrier force.
•Ensure a timely follow-up to all carrier questions and concerns.
•Ensure a quality delivery performance of 1.5 complaints per thousand deliveries or less
•Investigate and follow-up daily on all customer complaints with both the customers and the independent contractor.Ensure problem(s) is corrected or situation(s) is resolved in a timely manner.
•Review, on a regular basis, the delivery service with each carrier in your district.
•Deliver all service complaints in your district within 30 minutes of the complaint being dispatched to you when you are scheduled to run service complaints.Hand deliver the paper to the door if at all possible.
•Review reason for all subscriber stops in your district.Take appropriate action if necessary.
Sales / Retention-
•Be constantly aware of all growth opportunities in your district and stress to the carriers the importance of maintaining and growing the subscriber count on their routes.Maintain a consistent growth of subscribers in your district at a rate outlined by the Circulation Manager.
•Monitor the overall circulation in your district by comparing it the same period(s) on a year to year basis.Strive to keep your district’s sales over the previous year’s sales.
•Follow-up on all subscriber stops in the district to determine exact source / reason for delivery interruption and attempt to re-sell the subscription.
•Develop and implement sales promotions in your district.
Management / Maintenance-
•Deliver all down routes and compile a route profit analysis to review with new carriers before they are contracted.
•Maintain an up-to-date tape or route delivery list for each route in your district.
•Make sure the route is 100% OP before turning over to the new carrier.
•Audit two routes a month to verify mileage, time to complete the route, and accuracy of route list.
•Maintain an adequate file of quality applicants for carrier openings.
•Work a flexible, 5-day schedule that will include early morning hours, weekends and holidays.
•Pick up subscriber payments if necessary.
•Install newspaper tubes for subscribers as requested.
•Deliver samples to selected areas as required.
•Follow all instructions in an efficient, effective manner.
•Show all new carriers their respective routes.
Ensure that they know the route thoroughly in order to maintain a high level of customer service.
•Make sure you have complete knowledge of how to enter and break contractual relationships with independent newspaper carriers.
•Make sure the carriers have a thorough understanding of their contract and continually evaluate their willingness to comply with them.
•Maintain clear and accurate communication with the circulator director.
•Prepare and execute a work schedule each week.
•District managers are required to answer their company cell phones 24 / 7, this applies to days off and vacation.
