Construction Control Officer
We’re looking for amazing people! Come join VHDA as a Construction Control Officer in our Rental Housing Division. This important role will administer construction management for low-rise and mid-rise construction projects receiving VHDA financing and Federal Low-Income Housing Tax Credits from the beginning of construction to final closing and the release of escrow funds. You will monitor the construction process, construction quality, and conformance with plans, specifications, and minimum construction requirements.
Responsibilities will include:
Prepare for and conduct pre-construction meetings with developers, general contractors and architects for assigned low-rise and mid-rise construction deals.
Assist general contractor in preparing draw form using VHDA’s proprietary software.
Schedule and complete regular site visits for assigned low-rise and mid-rise construction projects, which generally coincide with construction disbursements, for the purpose of comparing the incremental quantity of work completed with the amount of the disbursement requested, including change order work.
Coordinate with material manufacturers, and inspect raw materials.
Inspect for compliance to Fair Housing Requirements.
Site Visit Reporting
Report the construction progress and deficiencies to Development Officers/Tax Credit Allocation Officers through proprietary site visit report software.
Observe and report on the general conduct of construction and construction quality. Confirm conformance with approved plans and specifications, VHDA Minimum Design and Construction Requirements (MD&CR) and Tax Credit Amenities.
Design and Funding Document Review
Review site plans, architectural, structural, electrical, and mechanical drawings and specifications for assigned low-rise and mid-rise with limited concrete and steel - predominately wood framed construction.
Provide comments on the quality of construction details and materials, thoroughness of documents, compliance with various building codes and VHDA design/construction requirements.
Qualified candidates must possess a minimum of 3 years’ experience in construction management. Ability to read and interpret construction plans and specifications. Understanding of AIA construction documentation, familiarity with building and accessibility codes. Experience with construction schedules. Proficiency in Microsoft Office, Site Visit Report Applications and Construction Draw Applications. Bachelor’s Degree or equivalent
Preferred qualifications include multifamily construction experience, project superintendent, project manager or owner’s representative background. Experience and knowledge with the VHDA Minimum Design & Construction Requirements, LIHTC Amenities, and Universal Design guidelines. LEED Accreditation. VBCOA membership.
Travel Required: 75-85%. Must possess a current driver’s license in good standing and be able to drive long distances within the State, with the possibility of overnight stays.

Hiring Range: $59,625 - $77,513
